Alexander Fannin was a top CIA operative in Moscow in 1985, but speculation about his loyalty forced his resignation. A year later, however, CIA Director William Casey recalls Fannin to establish a secret missile training base in Afghanistan where Fannin is able to recruit a KGB colonel. When exposure of the colonel's betrayal becomes a personal crusade to a KGB counterintelligence officer, both Fannin and the colonel end up outside the control of their governments
