Summary

"This account book details all the moneys paid to the City of Charleston Sheriff from 14 March 1842 though [sic] December 1852. The pages generally record the fees or 'returns' in monthly installments; but there are some multi-month recapitulations and some tabulations extending from a starting point 'to date.' All the recapitulations are signed for by Sheriff Robert Elfe, and there are countersignatures from the city treasurer or mayor attesting to the correctness of the figures. Most of the entries list (1) the year for which the tax is paid; (2) the name of the tax payer (with periodic notations such as 'F.P.', denoting free person of color; (3) the amount of tax paid; (4) apparently the fee the sheriff collected for the execution of this duty (a possible explanation for the abbreviation 'Ex'on'); and (5) the total amount. Then the fees are totaled for a specific time period.... The book bears many later inscriptions and signatures of a John C. Merritt .... It seems likely that Merritt or some other member of the Union Forces occupying Charleston after February 1865 took the book from City Hall, or another site in Charleston.... A few later entries from the 1870s record dry good items sold in New York State."--Film leader
