"This manual has been prepared to provide for a clear understanding of Aiken's design review process ... A historical narrative is included to provide background to Aiken's developmental periods and some of the most significant events in the city's history, and this section leads directly into an overview of the historic resources in the community. Residential, commercial and institutional buildings are discussed in this section, as are Aiken's most important landscape features. A section devoted to presenting the essential principles of historic preservation comes next.... Also included in this section is a discussion of some concepts of design and their importance to historic preservation. The first three sections of design guidelines pertain to existing residential, commercial and institutional properties. Next is a section of landscape guidelines, which takes into consideration various environmental improvements such as residential landscaping, parks, streetscape amenities, parkways and parking lots.
