- This series of 31 scrapbooks, ranging in date from May 20, 1933 through May 20, 1941, was compiled by Edmund P. Grice (1890-1961). Grice began his political career as Alderman from Ward 5 in the administration of Charleston Mayor Burnet R. Maybank. He served as Chairman of City Council's Ways and Means Committee
- In 1933, Grice became director for the Federal Emergency Relief Administration for Charleston County. Later he was appointed district administrator for the Works Progress Administration and had the nine low country counties of Allendale, Barnwell, Beaufort, Berkeley, Charleston, Colleton, Dorchester, Hampton and Jasper under his supervision. In 1937, he was appointed a WPA field representative. In 1942, he became executive secretary of the Charleston County Welfare Board; and from 1944-45 he worked with the United Nations Relief and Rehabilitation Administration in Greece and Egypt. He became Charleston Postmaster in 1946 and retired in 1960
- The scrapbooks, which begin with volume 2, document various relief programs in Charleston, the low country, and the state. Most clippings are from Charleston newspapers, but there are other in-state, and some national papers, as well. While most topics do relate to relief activities, there are other related articles on politics and politicians, history and historic sites, and many on various governmental agencies. Many scrapbooks have individual indices; while the scrapbooks are mostly chronological, some do seem to cover overlapping time periods. Appended to this introduction are a few newspaper articles documenting the work of the WPA in low country South Carolina
